UCI fines Eritrea 2,000 CHF for racing the Worlds in non-matching kit

The UCI sanctioned Eritrea's national team after the elite men's road race in Montréal, fining Biniam Girmay and Henok Mulubrhan 500 CHF each and team director Samsom Ghebreyesus 1,000 CHF for riders of the same team wearing different clothing (Article 2.12.007.3.9).
The three Eritrean starters lined up in kits that did not match each other: Girmay wore a different jersey and bib shorts from his team-mates, while Kudus raced without his national-team bib shorts, wearing the black shorts of his trade team.
Kudus was not fined, and the UCI did not explain why the director's sanction was twice that of each rider. The penalties came on the same day Demi Vollering was fined for an illegal riding position, and add up to roughly $2,400 in total.
